1 Chief Commissioner for Persons with Disabilities (CCPD) http://www.ccdisabilities.nic.in/ Mandated to:
  • Co-ordinate the work of the State Commissioners for Persons with Disabilities,
  • Monitor utilization of funds disbursed by the Central Government,
  • Take steps to safeguard the rights and facilities made available to the persons with disabilities,
  • Look into complaints relating to deprivation of rights of persons with disabilities or non-implementation of rules, byelaws, regulations, executive orders, instructions etc. and takes up with the concerned authorities on receipt of complaint.
  • Take suo-moto notice of any such non-compliance and take up with the concerned authorities.
  • Chief Commissioner for Persons with Disabilities has been given the powers of the Civil Court for certain purposes to enable him/her to perform the functions.
2 National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities http://thenationaltrust.gov.in/

Statutory body under the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice & Empowerment, Government of India. Mandated to ensure that persons with disabilities lead an independent life with dignity.

To fulfil this objective, National Trust supports and strengthens NGOs/ other service providers and appoints legal guardians to take care of the needs of persons with disabilities. The major activities of National Trust include training and awareness programme, capacity building programmes & shelter, care giving & empowerment programmes.

3 Rehabilitation Council of India http://www.rehabcouncil.nic.in/

The Council regulates and monitors the training of rehabilitation professionals and personnel, and promotes research in rehabilitation and special education.

  • Determine minimum standards of education,
  • Make recommendations to the Ministry regarding recognition of qualifications granted by Universities, etc., in India for rehabilitation professionals,
  • Make recommendations to the Ministry regarding recognition of qualification by institutions outside India,
  • Registration of rehabilitation professionals/other personnel,
  • Determine privileges and professional conduct of registered persons.
4 National Handicapped Finance and Development Corporation (NHFDC) http://www.nhfdc.nic.in/

NHFDC functions as an apex institution for extending financial support for education, employment and entrepreneurship of the persons with disabilities through the State Channelizing Agencies (SCAs) nominated by the State Government(s).

  • Financial Assistance in the form of Education Loan: Education loan is given for pursuing higher education in India and abroad. Maximum amount of loan is Rs.10.00 lakh for courses within India and Rs.20.00 lakh for courses abroad. The rate of interest is 4% per annum, a rebate of 0.5% on interest is allowed to women beneficiaries.
  • Scholarship Scheme from Trust Fund for Empowerment of Persons with Disabilities: Under this scheme, financial assistance is given to students with disabilities to pursue degree and/ or post graduate level technical and professional courses from a recognized institution. There is provision of awarding 2500 scholarships every year.
  • Scholarship Scheme from National Fund for People with Disabilities: Under this scheme, financial assistance is given to students with disabilities to pursue technical and professional courses from a recognized institution. There is provision of awarding 500 scholarships every year.
  • Scheme for Entrepreneurship and Skill Development: NHFDC provides skill training and entrepreneurship development through training institutes/ organisation, both government and private. The training duration ranges from one month to six months.

NHFDC also provides credit support for self-employment at lower rate of interests.

5 Artificial Limbs Manufacturing Corporation of India (ALIMCO) http://www.alimco.in/

Involved with manufacturing of various types of most cost effective ISI marked assistive devices, on mass scale.

Also has been distributing these assistive devices for empowering and restoring the dignity of the Persons with Disabilities (PwDs) to cater for Orthopaedic impairment, Hearing impairment, Visual impairment and Intellectual Development across the length and breadth of the Country.

6 National Institutes & Composite Regional Centres

National Institutes are Autonomous bodies established for different types of disabilities. These institutes are engaged in Human Resources Development in the field of disability, providing rehabilitation services to the persons with disabilities and Research and Development efforts and vocational training programme for persons with disabilities.

Working to facilitate creation of required infrastructure and capacity building at Central, State, Districts and below levels for awareness creation, training of rehabilitation professionals, service delivery etc.
